What happened during the season finale for 'The Diplomat' season 2?

During the finale, Kate realized that the British naval ship attack from the start of the series wasn't an outside job and had actually come from within the British government. Then, she discovers that Vice President Grace Penn, played by Allison Janney, was also in on it.
But, rather than informing U.S. Secretary of State Miguel Ganon (Miguel Sandoval) about Vice President Penn's actions, Kate's husband, Hal (Rufus Sewell), tells President Rayburn (Michael McKean), who winds up dying. This makes Grace Penn the new President, and Hal might've accidentally killed her predecessor.

"None of this slows Hal's campaign to land Kate the vice presidency. Kate steps into a role she never wanted, with a freedom she never expected, an increasingly complicated friendship with Foreign Secretary Austin Dennison (David Gyasi), and an unnerving bond with First Gentleman Todd Penn (Whitford)," per Netflix.
When Allison Janney found out about the season 2 finale, she admitted to being just as shocked as viewers.
"I literally threw the script across the room. It was like, what the? It is such a spectacular ending; I get chills thinking about it," she said during an appearance on Jimmy Kimmel Live!

Rufus Sewell teased the drama that's ahead for The Diplomat season 3. "The end of season 2 is one thing, but very quickly, even more extraordinary things happen. Allison Janney coming in, and the dynamics of the story after what happens at the end of Season 2 really give us some extraordinary things," he said.
